A lien basically means that the owner of the car still owes money on it. So they have to pay it before the car and its title is free and clear for you to transfer.  If the money is owed to a local bank or finance office , the seller may suggest to meet at the financial institution and you can pay the the money directly to the bank and pay the balance (if any to the seller) , The bank will then provide you a lien release statement and also some times stamp on the title itself that says "Lien releases".
If it is a bank out of state or far away you may ask the seller to settle liens and ask them to bring the lien release paperwork and title , before they can sell the car to you.
